The Reporting System more Sage MAS 90 ERP and Sage MAS 200 ERP users rely on for submitting Certified Payroll forms. Certified Payroll is an enhancement to the standard Sage MAS 90 and 200 Payroll module which provides the reports required for the US Department of Labor Payroll Form WH-347, plus other reports for unions and fringe benefit administration.
Certified Payroll keeps a detailed accounting of hours, rates, and fringe benefits paid by date and work classification (labor code) for each employee. The Certified Payroll Report provides all the information required to complete U. S. Department of Labor payroll form WH-347, and in many cases, can be submitted directly. The Certified Payroll Fringe Benefit Report provides information needed to administer the funding of qualified programs based on hours worked on certified jobs.
The Certified Payroll Report and Fringe Benefit Report are produced weekly with a minimum of work required of the Payroll data entry operator.
Three main activities are required:
- Job masterfile and labor contract maintenance
- Payroll data entry by date worked for each job
- Printing the Certified Payroll and Fringe Benefit Reports
Minimum labor rates and fringe benefits, cash paid to plans and cash paid in lieu of fringe benefits are entered in the Labor Contract File by work classification (labor code) for each job, and are used to guide the operator through payroll data entry and to produce the Certified Payroll Report and Fringe Benefit Report.
Note: The term 'work classification' as used in the U. S. Department of Labor publications is the MAS 90 payroll labor code. The term 'work classification' appears in the Certified Payroll Report to conform to U. S. Department of Labor terminology, while the term 'labor code' is used in this documentation to conform to Sage MAS 90 and 200 Payroll module terminology.
Versatile setup programs enable you to establish lists of recipients and direct the system to produce multiple copies of the Certified Payroll Report and Statement of Compliance for each recipient.
If payroll is integrated with Job Cost, you may use the job numbers defined in the Job Cost module; otherwise, job numbers are assigned in Certified Payroll Job Maintenance.
When Certified Payroll is installed, the Sage MAS 90 and 200 Payroll module's Payroll Data Entry programs are modified so that a Job Number is requested for each payroll line entry whether or not Payroll is integrated with Job Cost. If a valid Job Number is entered and a Labor Contract exists for the job, a date prompt appears. Date entry is mandatory for payroll line items associated with a Certified Job Number.
The entered pay rate is checked against the Job Contract file, and if the entered rate is less than the minimum required by the Labor Contract, a warning message is displayed requiring action by the operator. The Certified Payroll programs alert the operator to regular and overtime rates which fall below the contract minimums, but they do not prevent the operator from bypassing the warning and accepting the lower rate. The Certified Payroll Report lists the actual rates paid regardless of contract minimums.
